Dr. Terry Boult of UCCS Professor of Computer Science and El Pomar Chair of Innovation and Security

Dr. Boult is the El Pomar Endowed Chair of Innovation and Security and Professor of Computer Science at the University of Colorado at Colorado Springs . From 1994 to 2003 he was with Lehigh University, where he founded the Computer Science and Engineering department and held the position of Weissman Chair of Computer Science. He was on the faculty at Columbia University from 1986-1994. From Aug 2002 through Jan 2004, Dr. Boult was the Chief Technology Officer for Guardian Solutions Inc, helping to commercialize his research in sensor-based security systems, including developing/deploying one of the largest wireless video surveillance systems in the world.

Dr. Boult's ongoing research projects include advanced biometrics, advanced visual security systems, design and evaluation of imaging sensors for facial recognition, evaluation of weather effects on facial recognition, and algorithms for efficient use of wireless networks. As a result of his work in advanced biometrics, Dr. Boult has founded Securics, a startup-up company based in Colorado Springs. He has received funding from DARPA, ONR, the Army Night Vision Lab, Siemens, the AT&T Foundation, the Lucent Foundation, RemoteReality Inc, McQ Associates, PadCom Inc., Pennsylvania Infrastructure Technology Alliance, and the Ben Franklin Foundation of Pennsylvania. Dr. Boult received an NSF Presidential Young Investigator award, and has won teaching awards at both Columbia and Lehigh. Dr. Boult has published over 120 papers and holds 4 patents, with 8 pending. He has served as an associate editor for IEEE Transactions on Pattern Analysis and Machine Perception (IEEE PAMI). He co-organized multiple workshops on visual surveillance and computer vision related topics, and has participated on program committees for more than two dozen IEEE and SPIE conferences and workshops on computer vision and sensor fusion, as well as an ACM program committee in software engineering.

Dr. Bruce Chesley, Director of Strategic Architectures for Boeing Space & Intelligence Systems

Dr. Bruce Chesley serves as Director, Strategic Architectures for Boeing Space & Intelligence Systems. Bruce is responsible for strategic innovation and technology development for Space & Intelligence Systems, the company's center for all intelligence and government/commercial space systems.

Prior to his current role, Bruce successfully led a business unit delivering end-to-end intelligence services collection management, communication, exploitation, fused knowledge products and analysis to a variety of government agencies.

Bruce also served as the System Architect for the Experimental Systems Group within Space & Intelligence Systems (S&IS) in Seal Beach, CA. There he was responsible for ensuring design integrity and end-to-end system performance of a new national security space capability. Bruce has also held management and technical positions in the Future Imagery Architecture program and S&IS Washington DC operations.

Bruce joined Boeing in 2000 after serving in the U.S. Air Force. While in the Air Force, Bruce was the program manager for a microsatellite, he was a faculty member in Astronautical Engineering at the USAF Academy, and he led a center for modeling, simulation and analysis at the National Reconnaissance Office.

Bruce has also served as the Boeing Executive Focal for the Rochester Institute of Technology (RIT), where he established key recruiting and technology relationships with RIT students, faculty and administrators. He is transitioning into a similar role for the University of Colorado system.

Bruce earned his Ph.D. in aerospace engineering at the University of Colorado, Boulder in 1995. He also holds an M.S. degree in aerospace engineering from the University of Texas at Austin and a B.S. in aerospace engineering from the University of Notre Dame.

Bruce and his wife, Professor Julie Chesley, live Colorado Springs with their two daughters. He enjoys running, skiing and watching his daughters play volleyball.

Dr. Michael Larson of UCCS Professor of Mechnical and Aerospace Engineering and El Pomar Chair of Engineering and Innovation

Michael earned his PhD from MIT in 1992, his M.S. from the University of Michigan and his B.S. from Tulane University. He now holds the El Pomar Endowed Chair of Engineering and Innovation and is a Professor of Mechanical and Aerospace Engineering. With funding totaling more than $6M from a variety of agencies, including the NSF, the U.S. Air Force, the Missile Defense Agency, and private corporations, Michael has tackled a number of projects related to the fracture and failure of materials and to optical methods, including bolstering the reliability of microelectronic components. His current research focus is on laser/materials interactions, especially related to medical and homeland security applications.

Michael has a passion for creativity and innovation. Before coming to CITTI, he co-founded two companies, one based on a medical device he invented and another based on a consumer product, a laser board game called Khet. In 2005, New Orleans' City Business magazine named him "Entrepreneur of the Year" for founding and directing a studio for creative design. Dr. Larson has conducted numerous workshops on the topics of innovation and creative problem solving. He has garnered six awards for outstanding teaching and conducted a program, with funding from the Lilly Foundation, to increase high school student interest in engineering fields. Dr. Larson has provided engineering consulting and design services for a number of clients, including designing and fabricating a rocket-port measurement device for Lockheed-Martin, and serving as a product design and failure analysis expert in legal cases. He has piloted a jet aircraft, steered a nuclear submarine, and can wiggle his ears. One at a time.

Mr. Michael Martensen of Hogan & Hartson

Michael Martensen's practice covers a broad range of intellectual property matters, including patent prosecution, patent litigation, patent portfolio management, IP protection in government contracts, client counseling in areas of infringement and validity of patents, and freedom to operate and product clearance investigations. He also helps his clients to maximize and preserve the value of their intellectual property when dealing with the government. In addition, Michael counsels companies on protecting and commercializing intellectual property developed under government funding, and also assists them in securing their rights when their technology is or may be of interest to government entities.

As a registered patent attorney, Michael prosecutes patents in the technical fields of computer science, software, Internet-related technologies, semiconductor devices and materials, encryption, fluid dynamics, and the mechanical arts specializing in aerospace related inventions.

Prior to practicing law, Michael was a fighter pilot and mission commander in the U.S. Air Force (USAF), flying F-15s for more than 15 years. During his tenure in the Air Force, Michael traveled extensively and operated in several theaters, including the Middle East during and subsequent to the first Iraq war. In addition to his operational experiences, Michael was also a USAF program manager charged with operational testing of advanced systems and weapons related to the F-15 and other tactical systems. Michael is currently a reserve retired officer in the USAF possessing the rank of Lt. Col.

Mr. Ben Mathews, Program Manager of Navsys

Ben Mathews is the Manager of the Signal Processing, Modeling, and Simulation group at NAVSYS Corporation, where he is also a Program Manager and Principal Investigator on several federal government research and development contracts in the areas of radar, electronic warfare, and next generation navigation systems. He is the product line manager for NAVSYS' line of GPS test and simulation products, and is responsible for domestic and international sales to both defense and commercial customers. Ben's current focus is on the development of a wideband radar beamforming system for the US Air Force, and on the commercialization of a GPS Network Assisted Positioning system developed under the SBIR program with the US Navy.


Previous to his tenure at NAVSYS Corporation, Ben was a Member of the Technical Staff at Northrop Grumman TASC in Chantilly VA, and a Cryptologic Linguist with the US Army, where her served as a crewmember on the aboard the EO-5B Airborne Reconnaissance Low aircraft in the Republic of Panama. Ben has a BS in Electrical Engineering from the University of Illinois at Urbana-Champaign, and a MS in Electrical Engineering from Virginia Tech. Originally from Davenport, IA, Ben currently resides in Colorado Springs with his wife and two children.

Dr. Clark Maxam of Trail Crest Capital

As former Director of Research and Portfolio Manager at New York Life Investment Management and former El Pomar Chair of Entrepreneurial Finance at the University of Colorado-Colorado Springs, Dr. Maxam combines his 21 years of propriety fixed income, equity and derivatives trading and asset management experience with a Ph.D. in Finance from the Indiana University Kelley School of Business. At New York Life, Dr. Maxam led product development in both equities and fixed income and managed or co-managed nearly $1 billion in assets for their $6 billion quantitative strategies group. He is a past member of both the Chicago Board of Trade and Chicago Mercantile Exchange and was Senior Vice President of financial futures floor trading and sales for NatWest Futures, Inc. (a division of National Westminster Bank) from 1988-1993.

Most recently Dr. Maxam was a founding member of the Bridger Private Capital Group, an angel investor consortium that advised and funded start-up businesses involving innovative products, services and emerging technologies. He runs a small asset management firm and is also an active financial consultant to high net worth individuals, hedge funds, and investment management firms.

As both an academic trained in the latest techniques in financial modeling and an experienced trader and portfolio manager, Dr. Maxam brings a unique perspective to the development and implementation of quantitative techniques that always emphasize practicality and the realities of a dynamic marketplace. This has resulted in numerous academic and practitioner publications and eight student-selected teaching awards in the last nine years.

Mr. John Scorsine of Holland and Hart

Mr. Scorsine concentrates his practice in government contracting. He has negotiated contracts and other agreements within both governmental and private sectors and is knowledgeable of FAR and DFARS, as well as has experience in SBIR and STTR programs.
Prior to joining Holland & Hart, Mr. Scorsine was Vice President, Secretary and General Counsel for 21st Century Systems, Inc. There, he managed intellectual property issues and negotiated contracts and other agreements, as well as was responsible for risk management and legal compliance of the corporation. Previously, he was a senior associate with DFI-International, where he served as the lead contractor/program manager on-site at U.S. Northern Command and was the subject matter expert on the law of Defense Support to Civilian Authorities. For eight years prior to that position, Mr. Scorsine was the Plans, Operations and Military Support Officer (POMSO) for the Wyoming National Guard. As the POMSO, John was responsible for the Wyoming National Guard's response to disasters and emergencies. He was also responsible for the administration of the full range of intelligence and security programs involving the Wyoming Army National Guard. This included physical, communication, personnel and operational security, together with anti-terrorism efforts. From 1984 to 1995, John was engaged in a private law practice in Rock Springs, Wyoming.
Mr. Scorsine is admitted to practice in all Colorado, Nebraska, and Wyoming Courts, the Tenth Circuit Court of Appeals, the U.S. Army Court of Criminal Appeals and the U.S. Supreme Court.
In addition, Mr. Scorsine is a member of the National Guard. He holds the rank of Lieutenant Colonel in the Army Judge Advocate General Corps and is qualified as a military judge. He is currently assigned to the United States Northern Command. In this role, he provides legal advice concerning Defense Support of Civilian Authorities and National Guard capabilities and utilizations, prepares ethics opinions for the Command, and provides legal assistance to members of the Colorado Army National Guard.

Mr. Michael Semmens of Imprimis President and Co-Founder

Michael G. Semmens is the president of the Semmens Group, LLC (SGL), an organization dedicated to supporting the success of businesses by providing a broad range of management support services. SGL has a number of affiliate organizations to include Austin Growth Management and Investments.

Mr. Semmens has, for more than 30 years, demonstrated the acumen to develop and resource high quality organizations to successfully pursue and exploit business and organizational opportunities. His strengths range from the discernment of opportunities, including the development of outstanding personnel and team capabilities, and extend through the design and implementation of high quality/performance organizational structures and project management. Mr. Semmens began his career as a technologist and project manager, and rapidly progressed through management ranks to executive level responsibility. He has performed at this level in both large organizations and entrepreneurial start-ups.

Executive responsibility includes the following: current President and Founder of the Semmens Group, LLC; current Cofounder and Principal of Austin Growth Management and Investments; past Chairman, CEO, and President of Electrosource, Inc., a publicly traded technology/manufacturing company; Corporate Vice President of BDM International, Inc. a major information systems and technology corporation; President of major BDM subsidiaries; Board member/chairman of private companies; past President of Engineering Dean's Council of Colorado State University; numerous community Board positions in education, business development, manufacturing and engineering excellence, and youth athletic activities .

In these positions, Mr. Semmens has been responsible for strategic planning, marketing and business development, organization operations and administration (contracts, security, quality, personnel and accounting), acquisitions, financing (more than $50 million in private finance), research and development, and contract execution.

Mr. Semmens is a current member of the WPO (World President's Organization), former member of the YPO (Young President's Organization), recipient of the R&D 100 Award for developing one of the 100 most significant products of 1996, recipient of engineering and quality achievement awards, registered Professional Engineer in five states (TX, Colorado, CA, AZ, NM), and a member of numerous professional management and engineering organizations.

Mr. Semmens graduated from Colorado State University. He was a graduate teaching assistant where he performed biomedical engineering research under the sponsorship of the National Science Foundation, and received honors as a graduate student. He later served as the President of the Engineering Dean.s council.

Mr. Semmens, a native of Colorado Springs, and his wife Cheryl make their home in Colorado Springs.
